Royalty-free
Royalty-free means a licence is paid for once and carries no ongoing per-use royalty obligation. It does not mean free of charge and it does not mean you own the content — Splice Sounds is royalty-free, and its samples remain non-exclusive and licensed, not sold.
Royalty-free describes how the licence is priced, not what it costs and not what you get. Under a royalty-free licence you pay once — a subscription, a pack price, a per-download credit — and you owe no further payment no matter how many times the resulting work is used or how much it earns.
Splice is the clearest example in the producer world. Splice's licensing FAQ states that it grants "a royalty-free license for every sound that you download from Splice Sounds," and that "The sounds you've downloaded remain covered under the license granted to you at the time of download, even if you decide to cancel or pause your Splice Sounds subscription." You can release commercially, monetise, register your resulting works for copyright and use the sounds in sync placements.
Three limits people misread. Royalty-free is not exclusive — thousands of other producers licensed the same loop, and another producer using the identical sample is not infringing your work. Royalty-free is not ownership — you cannot redistribute the sounds as isolated samples or in a competing sample pack. And royalty-free licences carry their own restrictions: Splice's terms specifically prohibit using downloaded content as training or modelling data for AI.
The misunderstanding that costs money: assuming "royalty-free" means the content is free to grab anywhere. A royalty-free library still requires you to have obtained the licence. Downloading a Splice pack from a torrent gives you no licence at all, and no amount of "it's royalty-free" changes that.
